you dont have landing gear

#

wheels arent landing gear, landing gear in ksp is either landing legs (like ones on a rocket) or retractable plane landing gear

you should be able to toggle brakes by pressing B though

that or you dont have probe control but idk

i have full probe control and my brakes are set to ctrl and i was pressing that as well
