Im pretty sure it has been mentioned before but has it been in a kerb yet? Im pretty sure it happens if you use the move tool on a part, and then load any save in the mission.

There should be a bug report for this on the forums somewhere, but i cant seem to find it atm. Im pretty sure it doesnt mention the move tool being a possible cause for this tho, so would you mind maybe submitting a report on it too? https://forum.kerbalspaceprogram.com/forms/2-ksp2br/

its not a bug that has been developed over time, i remember it being there from the beginning. the main problem is the save/load aspect of the game, as its not really too polished as of now
