While the system requirements have gotten better over time, this is not a light game. Even if you can stuff good enough hardware into a laptop, you'll be limited by cooling.

Do you know what your temperatures get to? Do you know that the game isn't asking for more than your laptop can give? Is this low FPS only in certain places, like near the launch pad?

I would love it if I could run KSP2 on my laptop, but it doesn't, and with rendering systems being completely rebuilt at the moment, optimised graphics and low fidelity options don't seem to be in the cards right now.

You might want to verify your laptop isn't overheating when you play. You can use tool like hwinfo to monitor your components temperature and see if they reach >95°C. Laptop's cooling solutions need to be small and thus are usually not very effective, dust can also build up and reduce air flow as well

If this is under load, this is a fairly normal temp for a laptop
