Maybe see if you can either a) make your rear wheels wider so it doesn't tip b) turn off some friction setting for the wheels so that they don't move automatically

Its about the COL being behind the COM. Is that correct? Also try and make your wheels on your wings, or add a few more reaction wheels, or do the coolest strategy and add some RCS.

Good. RCS and reaction wheels should help if you're doing more of a "sled" point.

I alr have 4 reaction wheels and I doubt rcs will be of any use lower than 30km above sea level.

Hm. Try angling your wheels outwards a little more?

Maybe try turning off the friction setting for the front wheel, it worked for me in a similiar scenario.
