odd ... my son is running this game on a lower end machine then yours but seems to be running fine on medium graphic he is running on a 6 core 3.5 amd with 16 gigs of ram with a gfroce gtx 1060 3gb he does get a slight frame drop every now and then but other wise running fine

have you got vsync on. if so turn it off. also looking at kerbin has a big hit on perf.
