when i have a genome that increases the fire rate and other percentage based stats, they scale weirdly and seem to always increase based on the base stat of the stat fx 22 fire rate +24% gives me 24 fire rate

I think that should happen unless I am not understanding your report correctly

Could you expand on the issue, I think you are saying that in a game if your gun has like 24 firerate off spawn, and you have genes that boost it to be better so now on spawn you have 34 or whatever firerate, and instead of the +24% firerate you think it should begiving you 14 more but it gives you 10?

Any bonuses that are +% are all added together before being applied. Or another way to look at it is that all of them multiply against the base/default. Both are true because distributive property of multiplication. (Yay math!) So if you have genes that add +24% and get a tuning that adds another 12% you get a total of +36% instead of the 24% you had before. I have noticed the game is extremely consistent about this. You won’t get 1.24x1.12 if the symbols were +%.

This is distinct from the multipliers. Many augments have the multiplication symbol such as x1.15 or x2.2. These do multiply against the total current value. So when you take them you stat should be multiplied by exactly that amount.
