A dangerous extremist group that believes humanity should abandon Europa and return to Earth. They are deeply eugenic and elitist, and plan to aggressively reduce population, seize resources and infrastructure, and then build a massive escape spaceship. It is estimated that 97% of Europa's inhabitants would be eliminated in this process.

They are enemies of the Europa Coalition because they compete for resources and infrastructure.

They are also enemies of the Jovian Separatists, who advocate democratization.

They are on worst terms with The Church of Husk, who aim to coexist and merge with the Europa ecosystem.

Children of The Honkmother make fun of them, saying, "They're boring."

Cooperating with them is not an option for the submarine crew. To them, the submarine crew, who are contributing to the peace and stability of Europa, are nothing but a nuisance.
They will interfere and try to sabotage the various missions the submarine crew is attempting to accomplish. At times, they may (foolishly) barge in while the submarine crew is being hunted for an Endworm.
When they are successfully subdued, none of the four existing factions will lose faith in the submarine crew.

They are similar to the "pirates" that once existed in Barotrauma, but with a more political element. If we were to compare them to other games, the closest would be the Enclave from the Fallout series.
I don't think they need a mission centered around them. Their sudden surprise appearance during a normal mission is enough. They're just some damn bad guys that crew can eliminate without any qualms.

So their goal is to return to Earth because they don't like it on Europa, which is totally understandable. But they also want to kill off the Europan humanity first because... we need them to be the bad guys?

I like the general concept, the details need some fine tuning, but it would be cool to have a pirate type faction

We already have a pirate-type faction. We just need their submarine encounters back in the game.

The encounter scenario I'd particularly like for them is one in which we bump into their forces during an EVA on a mining mission or alien artifact recovery mission.
Our crew would face them and engage in extravehicular combat over resources and valuable artifacts.
While there are submarine-to-submarine battles and NPC battles within facilities, there are no NPC encounters during extravehicular activities yet. I think that would be an interesting surprise if implemented.
Unless, of course, they've already been torn to pieces by caves threshers and ruins guardians.

The problem I see is that you want them to be generic enemies that you can fight without quarrels (pirates) but you want them to have a political element, which requires them to have something going for them. Otherwise who in Europa's already sparse population would join them.

I'm fairly sure the AI cant handle it right now but it would be cool to see bandits attacking you outside of submarines

The motif of this Earth fundamentalist force is clearly the Enclave (Fallout series). Their extreme ideology of purity is what motivates them to commit genocide against Europa's citizens, who they believe are contaminated by Jupiter's radiation and pathogens in Europa's oceans.
They are the descendants of a group of early settlers on Europa who were so terrified of the harsh environment on Europa that they shut themselves up in their own shelters, believing in rescue from Earth.
In other words, they do not allow Europa citizens to participate. How have such closed-minded and exclusive people managed to leave offspring and pass on to future generations? It's so awful that I don't even want to explain it.

As has already been pointed out by several people, they do not believe the fact that "Jupiter's radiation is now much stronger than it was in the early colonization period, making escape impossible at this time," and are delusionally convinced that this is a "conspiracy, hoax, and sabotage by the Separatists and the Europa Coalition," and appear to assume that eliminating these two major forces is the final step in returning to Earth.
There is no future left for them.

they are part of europas citizens Yes.The real Nazis were European(on earth) citizens too. They were not alien creatures, but were created by ordinary citizens.
we already have the coalition Yes.But the Coalition has a certain legitimacy and is not as horrific as the Nazis or Enclaves.
If I could go back, I would go back to Earth with everyone, but if I had to sacrifice a lot of people, I would choose to live on Europa.
Because I hate Nazis.
