It's not necessarily ballast flora, it could be, I don't know, toxic stuff that produces sulfuric acid.

Being able to harvest something useful from ballast flora would be a neat faustian bargain

what im reading here is people want variety in types of ballast flora, and have them give items if left in a parasitic-symbiotic state
perhaps one type can give you ingredients for explosives
and another can give you some kind of husk repellent similar to the cultists robes (not immunity, just repellent)
maybe you can "convince" the flora to stop being aggressive by not draining the ballast for x amount of minutes, players could make a circuit to ensure at least x% of ballast has water for the plant to be happy
and failure to do so could make the flora retaliate from broken trust (stronger attacks than normal), or just threat to its survival
this one could blow a hole in the side of the ballast to fill it with water
this one could emmit something that attracts husks to the sub (makes husk encounters more often)
and give any cultists on board "a strange sense of unease" through the same text that says "your muscles ache" and similar

Though I don't think they keep them stored in ballast tanks for it

There should never be a stable state with it though. Flora would continuously try to grow and consume power.

plus if its same growth speed as regular flora it would just be a pain
how so? should there not be anything you can do to the flora to artificially curb its growth rate?
you could harvest genes from a normal flora, then modify it with a research station perhaps
then grow your own modified flora
or "feed" it certain items to either satisfy it or poison it
