Basically the game I'm using has the world move around the camera (is what I was told) and it causes the sun to move the lights around with the player, is there any way to solve this?

That happens because of fallback lighting, changing that will lead to sphere light which is also not right so just disable it and add sun light from engine or try using Hemry's script from GTA SA thread

First try in remix runtime before directly jumping on the script and don't know which game u are on and who knows Hemry's script will be supported or not
