Are you sure you don't have a texture tagged as a UI texture that should be , will cause the RTX effects to stop working? It's possible you have a texture tagged as a UI texture that only loads when you're outside, which causes the RTX magic to go away.
Locate this texture and untag it and the outdoors should get that RTX magic.

Make sure you have textures selected that you know are UI, such as the ones off to the right of the screen. It could be a different reason that I don't know of.
