What is going wrong?

I accidentally stumbled across a bug where every time I sent a message/task to the AI model and then it starts doing it and if I check the usage it would say something like 7% or 20% and after it finished with the task I check the usage again and I saw it was 0%. That went on for the whole day and I did restarts to my PC and Windsurf to confirm it wasn't visual bug and I confirmed that it wasn't the case.

Expected result

I don't know... Not do it or something?

Steps to reproduce

Send a message to AI model (It can be Claude Opus 4.7 or GPT 5.5, any model works, tested it on these mainly) through Windsurf IDE
Wait for the AI model to finish the task
Check the usage (same as you started 0%)
Repeat

On the web it's still 0% usage. Confirmed it by trying it on a alt account as well.

The bug/glitch can be produced fairly easily, I looked into the windsurf diagnostics and it is pretty obvious.
