#"Technically correct" Fighter Compute tier time estimates

Since reaching a new tier for Fighter Computes requires finishing a level, and since neither time per level nor time to tier actually count down as a level progresses, the time to tier technically should always report a time remaining that is in increments of time per level and never be less than the time per level value.

Additional note - the time to tier calculation becomes wildly inaccurate if the void energy boost is active and a level is not (going to be) completed while the buff is active. This would be mostly mitigated by just preventing the value from becoming smaller than the time per level.

Since one can manually control when a compute level finishes and compute levels per level are impacted by the void energy boost, maybe "level completions remaining" is a more useful (and integer) metric to report than time to tier.

Suggestion in a different direction - change time to tier to an actual countdown timer that includes calculation of whether or not a level will complete before a (currently active) void energy boost ends.

<time> To Next tier most certainly needs to be a multiple of <time> per level. This is just ridiculous. (Screenshot from v0.51.2.2)
