Steps:

Have the mastery for 4 crew members, and have all four active.
Respec your crew mastery.
One of your crew members will now be inactive due to not having the appropriate mastery.
Purchase the 4 crew member mastery again.
Print the crew member that was dropped.
BUG: The crew member can't gain any levels. You must prestige before that crew member can gain any experience.

(Cyber Specialist specifically is the crew member I saw this with).

Can't confirm this bug but as a work-a-round, I can confirm that, if you retire to 3 crew, respec mastery, and then reprint 4th, there is no issue.

I can't get this to happen. The crew member gains xp Just fine once I print him again

Thanks for looking. I was able to reproduce it, but, then it resolved itself. It looks like it may be a visual bug only and a minor one at that. Took about 10 mins to fix itself when I tried again, but, did resolve itself.
The missing data point for my use-case is that, my crew levels are super high. I wasn't playing the game for a few months (EoC), but was still logging in every few days to keep things going. I was at 72 days played on "this run" before the reset I had to do when I was experiencing it.
