No, after toggling it on and off it still doesn't work, buying one of available upgrades doesn't solve it either.

It seems to need some threshold of additional reactor power before it buys the upgrade, something like 120% of the upgrade cost

@viral monolith I(and probably others) would prefer if it bought any buy-able upgrades. Reason being that it would allow people to leave reactor alone knowing that it will buy everything on it's own. After all in screenshot above i have full battery saved up and net positive energy, so i don't see any benefits from it not buying available upgrades.
