ABMH , you can obtain faction permit by completing faction missions, all of them (except weekly). You can check the faction mission tree to see what missions you got. You must complete missions from Vladen or that other guy to be introduced to the Factions (their faces will show), after you completed you can choose a side and then one of their faces will disappear but you can still buy from them just not the other faction permit gun.

This occurs very often in TV, it can happen in any other maps as well. Like in port, sometimes normal scav bot wanders inside port authority and the guards shoot at them. This happens very rare though, as the said bot has to be inside the compound. Usually they avoid it.

The game is not only about ammo and armor also the gun that is shooting the bullet mater
Is he shooting you with long barrel on mid range or with small barrel on long range. The power of guns makes a difference as well and their modification as well.

People are so good with nades they legit don't need guns

I myself throw insane nades and I can throw vertical nades too for people behind fances and stuff it takes practice but nades are good the way they are rn at my Opinion.

Firing power is an indicator of how much Damage is done to a player if the bullets don't penetrate the Armor.
High is good but ultra high is better.
These is how quick they shoot and how effective they pen basically.
