ABMH both of those armor pieces have strong structure strength, so they're more likely to save you from other snipers using weapons such as an SJ16 with FMJ ammo, as even though FMJ is T5 the heavy armor will still have a pretty good chance at blocking the shot especially at longer distances

People would choose to run a lighter magazine over a drum for a few reason, but I think the 3 most relevant reasons are:

1. The magazine takes a 1x2 space versus a drum, which takes a 2x2 space and would therefore require a chest rig with a dedicated 2x2 slot to reload efficiently and quickly
2. Drums have a significantly larger ergonomic penalty than magazines, so people who are particular about their ergonomics or people who are already using a heavy gun and armor that gives huge ergonomic penalties would not benefit from using a drum as much as they would a regular magazine size
3. If people use better types of ammo and they want to save as much ammo as they can in the event they die, most people will choose to just use one 60-rounder and repack it after every encounter rather than just relying on a single large drum, that way with the magazine you can minimize ammo loss whereas with the drum you could lose more than a stack of good ammunition upon death

Both of them are old armors that were only there for a limited time in earlier seasons, The PM-D was a event armor (With helmet) that you could get in a event, You can still own this armor and helmet to this day but it is not a good idea to use as you may completely lose the armor if you get killed in the raid. The sentry 308 was a old Faction Armored rig that you could buy with the Faction money. You can't get this armor anymore as it was a faction item and got removed after the season ended.
