yeah it's because people just use quick kits to meet the bare minimum of getting into lockdown, where you can then get better gear or even get a lucky kill on a juicy player

I like to use this rule of thumb when considering what kits are appropriate for each mode

Normal: Minimum gear is going in completely naked, max gear is T4 but that's kind of pushing it

Lockdown: Minimum gear is a quick kit or T3ish gear, Maximum gear should be T5 as running T6 and Thermals in Lockdown is honestly excessive

Forbidden: Minimum gear should be T4, to meet the required gear value and give yourself at least a fighting chance against really geared players, and as for the maximum gear it doesn't apply as this should be the mode where you run T6 and thermals

in short, yeah go ahead and use your quick kits to get into lockdown but do not be surprised if you cannot kill a T4-T5 player or if they kill you

The skill level between LD and forbidden is pretty big now though, like you go into lockdown, bump into the odd T5 and other than that fight a bunch of t4s and quickkits then you go to forbidden and you end up fighting maxed out 250k+ meta with the best ammo in the game running full t6 thermals

Also depends on your servers but I have to agree the skill level is quite high for forbidden especially in maps like farm and tvs which have thermals and hyper aggressive chads but in my experience playing with a decent coordinated squad helps fight against forbidden players but for solo players it's all up to pure skill
On my personal solo forbidden skill I cannot win most fights unless it's another player like me who has around 700ms and 30fps unstable but with a squad I can do well enough as a spotter and give callouts during pushes
