Tried recreating that in firing range, out of 30 shots, the Ax50 failed to penetrate the Ind50H at closest range 3 times so. You got really unlucky there since usually that's a clean through and through their helmet and head with 12,7x99mm M2.
So sadly no, M2 does not penetrate all the time. Probably the 7,62x54mm 7N37 can though.

If you want to Equipped a backpack-> tap the quick Equip and look for the backpack icon or if you want to do it manually

Slide the screen down and look on the left side of your HUD and look for the backpack icon and then you look for a backpack in your storage (this part on the right side of your HUD) and once you found the backpack drag it over to the backpack slot to Equip it

Do this to artifically expand your storage and make it tidier.
Start off with the guns
Take off the pistol grip and magazine of your H416, AK12, MPX, LrAr2 & Ak74N to make them more compact.
Buy 3 Uzi scope mounts and a 30mm scope ring for ur 6x, then put your 6x, 4x red & 3x scope on the uzi scope lount to turn them into 1x1.
Cheap items like coll ltwt stock, forward grip, cheap pistol grip, low tier bullet, cheap magazines should be sold to contact.
Do the bag stacking trick with this step:
Old Bag - Cowhide Bag - RUSH Bag - 2 FA Multipurpose / Commander or B6 Rig.
For items with operational supply, use them instead of buying something else.
