They are imposter aka scav they typically spwan later the tac-ops and they had much worse weapons (randomly) but when they had more better equipment founded they can post a threat in late game as they can blend in with the locals(NPC) but they dress can be actually stand out from NPCs and 1 thing to note that they also can be spotted by boss and they followers but besides that they can wait in place filled with NPC without alerted the bots and when a player comes to kill then they had they best chances to kill players then quickly loot and leave the area while keeping a low profile.

Use long barrel for extra damage brother. The bullet clearly says 74 damage. Mosin long barrel provides 11+ dmg on all ammos so 74+11 = 85 enough to kill.

ABMH: it actually real lol I do had to send several 5,45×39mm PPs to penetrate that visor so in your the best here is to use ammo with pen more then 30 but not to 40 as those round should made quick work against the DK6 or any tier 3 helmet. In other word 5,45 PP had less trend to penetrate the DK6 when compared to other T3 ammunition. But the chance is random.
