The point of ballistic protection was not to block the bullets completely but reduces the initial flesh damage it has, penetration Level weakens protection so the flesh damage is more lethal. It's all about speed

The armor itself being higher tier just has higher risestance value for that RNG pen of the bullet. Alot of it all just comes down to Pen value of bullet. Durability of armor and RNG chance
