that's what they're doing with the flagging system. c.ai split minors and adults onto separate site models over a year ago. A bunch of minors lied about their age to be on adult accounts instead, because they didn't like the restrictions (no romance, edit button removed, no access to adult chat styles).

There have been multiple more lawsuits since, so they had to resort to measures that rooted out minors lying about their age on adult accounts, and remove chatting.
