Since I’m not knowledgeable with running a business, the biggest thing they’re running into is the price of running the AIs themself. Unless they somehow have an instant fix cheat, they’re basically trying to limit the price from going too expensive. You can be flagged as a minor: you have to prove you're an adult if you are by sending a selfie to Persona, then your ID if the selfie considers you look like a minor
That if you still want to talk to bots etc.

Or you're never flagged and you can still talk to them without verifying
But you can verify by yourself in your settings
