I think you're mistaking the (already in place) 18+ account experience with the underage one, the latter which is very strict (ie: time limits and very frequent warnings), but that doesn't mean we have it the same, so I don't understand 18+ content being allowed after the verification becomes a thing for everyone. And if it does or not, that shouldn't matter to you. the best you can do is just take it and move on because I doubt they will lift this system. I would also argue cai is not at all suitable for young teens, as it's has been listed as 17+ on the app store for a while, this whole ordeal happening was probably predicted by somebody before
