When you click Update Button in Local On panel it doesn't Work but when you click it on the CodeFling/uMod Tab it works.

It's because it doesn't know where the file is from on the Local tab, there's no perfect way to identify plugins to where they've been downloaded from

adding to this thread. It seems that after you get the update to work the plugin still seems to think it needs an update.
