Support for certain compiled (dll) harmony plugins

Reason for support: Rust Server Metrics is a high performing, low resource cost metrics tool to help server owners and organizations manage their servers performance through Grafana. With this plugin, orgs are able to track an insane amount of things like:

frame rate, frame time, player count, memory, entities, entity changes per second, invoke times, server updates, RPC call times, object work queue, console command times, misc. time warnings, plugin hook times, tasks, packet loss, network updates, avg. client latency, plugin hook times (1s avg), network traffic, average client fps, avg player fps, fps percentile, player latency, player packet loss, player memory

These are all displayed in graphs, separated by server, and easily readible by single server owners or large organizations so that they can make changes where need be.

Reason for support: Admin Restrictions is a fantastic way to split up auth level permissions between your administrators. You may trust some administrators (senior) to use more commands such as spawning a cargo in or even restarting the server via console and may have little trust in some admins such as a trial admin where you want to limit their command usage to only demos and noclip. This is similar to group permissions like oxide or carbon uses however its for native moderatorid commands that all users with auth lvl 2+ would have access to if they didn't use this.

Pinkstink is a fantastic rust developer and I hope you guys will consider make these plugins compatible!

From what i've heard from patrette this is going to take a while to port over to carbon due to conflicts with the dynamic hooks patching. They are working on this, and i'll be bugging patrette myself for this as well. However.... You can use c.plugins to see some basic stats.

Good morning Carbon Team- are there any new updates with this? This harmony mod is amazing, and is the last hold out keeping me from moving my highly modded server to Carbon

It should work already, place it in the carbon/extensions directory
