qbx_scoreboard rewrite for modern_ui

qbx_scoreboard rewrite to support modern_ui

Added:
• Clickable player list (shows online players with name, ID & job)
• Config toggles to show/hide Players and Admins (showPlayers / showAdmins)
• Hover preview images for illegal activities / banks (add image = "https://..." in config)

Important: Requires Lation Modern UI for the menu.
