On which Chrome version and OS is this happening?

There is also a workaround to try.
Canary version: Version 133.0.6887.0 (Official Build) canary (64-bit)
Chrome: Version 131.0.6778.109 (Official Build) (64-bit)

had to individually enable the preferences for all the APIs but - it seems to be working now..?

There should be downloadprogress events firing. While this is explained from the Chrome Extension flavor of the API, there is a snippet of code showing how to observe the events: https://developer.chrome.com/docs/extensions/ai/prompt-api#model_download
I'd recommend Canary since there has been some bug fixing regarding these events.
