hm, actually im not sure bcs now that im looking at my clan, it updated to show a friend's older acu record as the first victor in clan (despite mine being accepted first)

in that case it might take the oldest accepted submission as the first victor in country/clan

i dont think the website was coded to read that, since theres more than 1 viable websites for the completion upload, and it might be hard to get the upload date for each for the unqiue website. i think it might be the oldest submission that was created and accepted (for example, i made my acu submission & got it accepted, so it displayed as the first vicotr in the clan for a while, but then it went to my friend because it was made before mine, it just didnt show him because it wasnt accepted yet)

so even though someone gets their submission accepted first, it will take the first (oldest made) submission that is accepted

that was at most a few days after the website was created
