i know optimisations always been ass with this game, but is there any way to make the game use all cpu cores evenly?

This game uses some pretty intense physics calculations, among other things, and I can only predict that they can't be split up between cores very easily or effectively. I'll have to double check my individual core performance when I'm on next, to see if I have the same issues as you

Yeah as dead as our ranked servers are, getting diamond in Asia lobbies can be done. I solo queued this whole season for the Diamond fcar reward. From experience I would say if you have a coordinated (stick together type) team whether partied up or not you will get the jump on most other teams regardless of high ping or not as most players even some diamonds solo challenge a little too much that can throw the game for their team especially the last round of a tournament which if won you will climb ranks alot faster.

Ping is okay if you use lan cable. I play all the time and I generally can find matches for world tour 24/7 on Asia servers and from like 3pm to 5am you can even find bank it matches I know on Oceania there are never matches of bank it

Use what ever you want all I can say is close quarters that's where high ping shows up and its hard to aim and adjust. Anything mid range is okay on high ping. Try get the first shot in before your opponent everytime. Stay close to team-mates for trades as the hit reg at times you feel like you should get a kill but you just don't
