They've tried to fix this several times and I've seen it less and less over time, it's gotta be some deep rooted issue with how the game's foundation was built

Matchmaking is fine, there just aren't many players and Embark doesn't want people sitting in queue for 20 minutes for one game

Made tons of balancing changes (like actually so many people don't realise just how bad the game would be with the current playerbase and old balancing, nukes being a major example)

Added 5v5, then 8v8 modes
Added optics
Legacy BPs
Purchasing individual items from bundles
Created Banger soundtracks
Multiple ranked iterations and overhauls (may I remind you of the S2 triple arrows)
Constant cashout tweaks, with some of the most notable being:
Plugging taking a percentage of cash
Double jeopardy
Objective and player spawn logic overhauls (multiple times)
Kill cash being increased by 5x
Events/LTMs like Blast Off!, Heavy Hitters, Super Cashball, Snowball Blitz, Steal The Spotlight, Terminal Attack, Lunar New Year (Bank It!), and Ghoul Rush
Killcams (actual black magic in a game like this)
