The world design is the best it's ever been in any Just Cause, the vehicle and weapon variety is also the best it's been. But the main things that the game lives and dies on isn't really there anymore? They replaced a game with a fun action movie plot and a great villain with a plot that's so damn serious it's draining and replaced the good villain with 2 mediocre and bland ones.

The main thing that I feel like Just Cause 4 slipped up on is probably their expansions. JC3 had wonderful expansions that added gameplay mechanics that seamlessly fit into the original game, and expanded the world building of Medici.

No, they have effort put in them. It's just weird.
Just Cause 3's first expansion was Sky Fortress. It added a new region, a new Bavarium assault rifle, and a fully armed Bavarium Wingsuit that had rockets, a minigun, and a jetpack built into it.
JC4's first expansion was Dare Devils of Destruction, a racing DLC.
In a game where nobody drives because the driving is bad

The third expansions for the games are where it gets really interesting
JC3's one is meh. It's a step down from the first two but it's still fun. It adds like 6 naval bases out in the middle of the ocean, a new ship with rockets and a rocket booster on the back, and the funniest gun in the entire game.
JC4's one is the best in the entire franchise and might be the best content made for any Just Cause game

Just Cause 3, Rico stops working for them right before the game starts and goes to Medici to liberate it since it's his homeland.
That moderately annoys them since Di Ravello is the one selling them Bavarium, and the Black Hand were using it to make weapons that they sold to the Agency.
In JC4 you stop something the Black Hand is working on that the Agency was going to buy from them so they send a strike group after you
Not sure why I'm avoiding spoiling the game that has a story that I can barely remember and villains that I can't remember the name of but here we go

Just Cause 3 is still the best overall but Danger Rising is definitely the highlight of 4 and maybe the entire franchise.
