I wouldn't say it's a huge step down or anything, it's a entirely different system that I tend to like a bit more than free flow combat.
It's a lot more focused on abilities and gadgets than the Arkham games were. Obviously you could use the gadgets a lot in Arkham but it's not mandatory.
Red Hood for example has a ability that whenever you throw a enemy he puts a concussion mine on them, if you shoot them then it explodes stunning everyone near him.
You can upgrade that so when you shoot a mined enemy they drop 6 more mines.

I don't really think that's a fair comparison. It might've started development a year before avengers came out because they did start making a Arkham Knight sequel but got told to stop development of it.
I'm not entirely sure of the timeline but after Arkham Knight Rocksteady started working on a Superman game and Montreal started work on a Arkham Knight sequel where you'd play as Damian Wayne. At some point Rocksteady switched from Superman to a Suicide Squad game set after Arkham Knight and Montreal had to make another game now since they weren't going to be allowed to make another game set in the Arkham verse.

i don't think it has anything to do with timelines of the games. I think WB scrapped the arkham knight sequel in favor of having the same live service model as avengers. But when that game flopped, they might have done another 180 to keep it a singleplayer game

That's partly what they did? There was literally nowhere else to go with the free flow combat system after Arkham Knight. Rocksteady had 2 games to experiment on it and there honestly wasn't much else they could do to even slightly improve on it more.
Same with the stealth sections. Distancing themselves from how Arkham worked is the best thing it could've done. It has more in common with Spiderman PS4 than any of the Arkham games.

Yes I kind of felt the same way. There isn't really a robust story like say God of War, but subtle themes that seem to be present in Remedy games. But one thing I still remember is Dr. Darling, I just loved those tapes.
