Because embark already stated they won't give out the original rank skins ever again. They WILL give out ruby/diamond skins for every weapon, but if you choose a weapon that has already had a skin made in the past, it won't look identical to the old one, it'll look different. I think it was leaked somewhere that like for example instead of ruby skins having silver accents they will have carbon fiber instead. Its supposed to look different but be the same reward so the old ones technically remain exclusive
