Dealing with overleveled dinos is a big enough challenge, besides the last thing anyone would wanna do is end being forced to use flock creatures just to beat an event -_-
That will get repetitive and boring faster than knowing you'll go first everytime

Problem with that is not everybody wants a challenge while beating an event and alot of the useful dinos in the endgame take multiple days just to have their cooldown finished. Also sometimes going second can be less of a challenge and more of a tedious coin flip that can easily cost you the fight.

Dealing with overleveled dinos is a big enough challenge and not everybody knows about the ai attack patterns so to most people it's just a guessing game, those two factors alone make it a good challenge. We don't need to make battles more difficult then they already are
