The latter seems more likely.

I wanna vent about the final role quest. It sucks.

First off, the plot is shit. The only one with actual agency to be there was Nero and he had nothing to do with the questline.
Second, Nerva has been done so incredibly dirty. Not only should he have taken Quintis's spot in the MSQ, the guy was also blasphemied off screen. He was the fucking last royal with influence and they just tied up that loose thread with that nonsense.
Third, a leftover tower to the north of palace? Fucking dumb.
Fourth, Varis's heart powers of an aether shield for Nerva? Fucking chocobo dung.
Fifth, why would they leave this plot to a sidequest? The blasphemy was literally blocking conventional access to the moon for everyone, who can't teleport to the moon directly.

He wasn't actually, because he didn't knew about the other planets before he had send Meteion her sisters out.

So it was more or less an accident, he didn't had done it on purpose he simply wanted to know more about other planets.

That he decided to use his memory wipe tool, yes that is on purpose, but he was only concerned about meteion her safety, so he wiped it to protect her. That was a big mistake, but due to the pre-destimation paradox he has to do it, otherwise history has changed. (The ancients would chase Meteion then instead of summoning Zodiark)
