Garlemald conscripts everyone regardless, anyone that can serve will be forced to,
Gaius isn't some enigma as a legatus who doesn't have to follow the laws of Garlemald, probably the only person who could probably flaunt the laws would be regula van hydrus, as he was essentially best friends with the emperor
He was also one of the most brutal legatii due to his methods and effeciency, as evident with werlyt and ala mhigo,
noah van gabranth of the 4th legion was the one who was lenient, though he split off from garlemald anyway to create his own nation so he werent bound by their laws
Also gaius cant offer citizenship to anyone, its not in his power, its just a standard garlean law that after 20 years of service you may get citizenship, no matter what legion they are part of the legatus cant expedite that process
