Because Diabolos can't be in two places at once obviously, we fight him while the DA is still underground. But then if the Diablo Armament never actually contained any part of Diabolos, did they just, for some reason decided to make a homicidal AI for the thing before they even tried?

The Diablo Armament already breaks it's own restraints, don't think it's too crazy to assume that Diabolos used some soul shenanigans to nope out of there at the most opportune moment of downtime
