As someone who’s working on making a video game I’d like to share my two cents of why something can be easily done by modders within seconds of a patch release but devs can’t.

I won’t even go into too much details about programming or anything, FFXIV is built using the “Luminous Engine” which I don’t know anything about, I am working with Unreal Engine but:

Modding only changes the appearance of 1 person, the one using the particular mod. When you activate the mods, the codes merely overrides the final outputs of a certain visual element to a single output source. It does NOT change it for all! (unless they use the same mod in which case they each have the same thing being done to them individually. This isn’t actually changing game files, just simply overriding the visuals to one output.

Meanwhile, when devs do something, any design implement is visible to every single output source in the game, literally to all players across every platforms. That is a lot of data being sent out simultaneously to a thousands of output sources all at the same time. Mods don’t even come close to an actual data modification.
