It's how that was the premise of the storyline and what named the quest chain, I would have at least liked the mention of it towards the end but else I can understand why any further writing of it was, purposefully, not implemented.

BUT, I do think the Werlyt Revolutionaries making Gaius their leading figure was done too quick with too much off screen and I think dropping "well he took in some kids when the Sorrow barreled through" would have been great for that aspect and humanizing Gaius, instead of the one-off mention before-- well, yeah.

Like we see M'naago mention the Ala Mhigans struggling to recognize Gaius has turned a new leaf meanwhile this other territory formerly under his dominion just, well, already has.
