We've had the Sons of Saint Coinach and G'raha Tia, we've had the Students of Baldesion and Krile, we've had Matoya and the Dravanian hinterlands colony, we've had the whole of Eureka which is basically four zones and a dungeon dedicated to a single island of Sharlayan, and we've had like four dungeons (two of them with hard-modes) and a raid based in Sharlayan locales.

Sharlayan seriously does not need more than a city, we have developed it more than enough and we have more than enough characters directly tied to it that we basically only need to care about Fourchenault and hopefully his wife when it comes to introducing new characters.

And they're the parents of the two most popular characters in the story, so it's not a hard sell.
