Upping it to 9999 would only drive the design balance to drop/provide even more gil over time, which leads to bigger numbers/inflation/increases packet size, which is something they're trying to tamp down with the stat squish. Now, not as MUCH, mind, because gil transaction packets don't happen nearly as often as battle packets, but at the end of the day, if you're already dealing with a problem, why accelerate it at any point.
