You can apply them directly but it costs a prism every time you want to apply each item. Adding it to the dresser costs only 1 prism to add it and making an outfit on a glamour plate costs nothing to apply. You can also apply stuff directly from the dresser in the inns at no cost too. You can apply plates anywhere in any of the cities and also link them to specific gear sets so it always updates the set's glamourwhen you get new gear.
