Yeah, it is a program called Gshade like tiny and puntable said, you can check it out on google or there are tutorials on Youtube by the channel "The Fashionista"
I believe it's pretty safe to use, of course no third party programs should be used, but everyone uses this and no one has been banned. It's harmless. Though it would certainly help not going into Limsa and shouting in the chat "I'm using this and that program, I'm using mods...etc" xD just to be safe sorry I know this channel isnt for talking
