I wouldnt think too much about overheal in pf because you really never know what your cohealer is gonna do

uptime killtime and buff feed are usually going to be your three biggest culprits but overheal can contribute too, that doesn't look too unreasonably high assuming you're using some helcons in neutral sect while people are at full hp just for shielding purposes but that's definitely a bit above what I'd expect

93% uptime is essentially just dropping 7% of your personal damage though, so let's say 16k to 14.8 is 1200 dps down already and that's 25 percentile points in itself

12p1 is also just really bad to parse without a bis party killing fast so that doesn't help

full log would probably help in terms of what you're using where

couple suggestions:
-don't helcon the stack in act 1, just time sun sign to cover both that and the fixer, same mit value one less gcd heal, there's also horoscope value left on the table here
-you have small clips in act 1, try and slidecast at least one or two puddles so your lightspeed lasts a bit longer into those places if that's the issue
-you leave a lightspeed use on the table during curtain call and tether snaps after which are the most major gcd drops you have, there should definitely be one there
-if your star drift wasn't intentional, you'd be able to heal splatter 1 and 3 with it off cd instead of gcding
-your div is just really drifted in general, like ~10s by the end of the fight, that's pretty huge
