The issue is was having earlier today was that even if I have 2 uses of it, im more reliant on its damage during my bursts

Say for instance you were playing previous gnb. Your 2min window was tight and it was where a lot of damage came out. Sure you are focusing your crit on those abilities, but you had enough filler that the bar of consistency was still more standard. Whereas now your filler does a lot less, and you are reliant more on your NM windows to do the most damage.
