If you're worried about missing the "experience" of doing them at the content-level they were released at, keep in mind that player kits have changed to such an extent over the course of the game that it's no longer possible to actually play them with the kits they were designed around. The closest you can get today will be "minimum item level" parties, but those will be organised by groups of people who specifically want to do that content that way.
The majority of the people in the game will clear them unsycned because there's zero reason not to, and trying to queue for them "legit" directly via Duty Finder will see you sitting in queue for many, many hours because they're not in any roulettes and thus won't be backfilled by the game's matchmaking assistant.

It's a measure to keep you from only ever being in Fire phase. You also get things later on that diminish the increased mana cost initially, to the point where you're getting six or seven Fire 4 casts in a single phase.
Once you get to level 60 and you get your actual cycle, things will make a lot more sense.
