It's always nice to get a different perspective. More melee dps will probably feel pretty similar to Dragoon - at least for the first 50-60 levels.
And I'll always recommend leveling different roles to do the SHB / EW role quests.

You'd still get all of the benefits but you get the gold chocobo feathers instead of the silver ones, I think.

You can use the standard launcher if you wish. You won't be banned for using the quicklauncher. A lot of people use it for a variety of reasons. Like any other third party mod, it's "don't ask, don't tell"
As long as you're not harassing people with it, or talking about it in game, SE has no way of knowing that you're using it.

Really the only concern is what region your Mogstation account is registered under. Steam pulls your region information from your registration on Steam, so as long as you're registered as an EU user on Steam, and an EU user on Mogstation, you shouldn't have any issues.
