The DC travel system was so overwhelmed that they temporarily disabled it and will only slowly open it back up as they monitor it. They were getting 15,000 requests per minute and the servers just couldn’t keep up. It’ll come back eventually but for now, unfortunately, you’re stranded until it sorts itself out.

There's a minimum level requirement, and a minimum existence time as well, iirc.

The restrictions are listed on the server transfer information page.

Yeah the others are under lvl. Why not? You can have up to 8 in a world. I was messing with character design but I only mean to play 4 of them really. I have a main two.

How to do Group Instances by Yourself or Without Enough People

In your duty finder window select the ⚙️ icon on the top left to open up the duty finder settings window.
Inside that window select the setting unrestricted party before confirming and entering the instances of your choice. NOTE: UNSYNC-ING AN INSTANCE WILL FORFEIT ALL OF YOUR EXP AND COMPLETION REWARDS. Poetics from a first time completion bonus and loots chests remain the same and will not be lost. You may not queue for daily roulettes using this method.
