Play as you feel like. The director of the game even encourages you to play as much or as little as you feel like.
If you're still in ARR bear in mind that even though it is objectively tedious down there, it gets much much better as you go along.

You absolutely won't understand or be able to appreciate or enjoy 90% of the things going on in the fandom, absolutely, because you're not current on it, unless you want to badly spoil the story for yourself. But at the same time, the game isn't going anywhere. The director is very much against the concept of Fear Of Missing Out, so the only thing determining what you can't access in the game is, at the end of the day, you, and how much you want to play.

Bunny fates aren’t available until Pagos, which is the 2nd zone, so you’ll need to do the Anemos story at minimum first which is 1-20ish

Quick tip, though: only spam Quick Ventures while you're logged in. Send them on an 18hr one when you log out--assuming you, you know, aren't logging back in immediately as soon as you wake up the next day.
The Field Expeditions give fat XP, and you can't spam Quicks when you're logged out (obviously =P), so it's a bigger reward for being away from the game.

It depends. Food itself does not ilvl sync, but it does base itself on your synced stats, and those stats will have different caps depending on the gear tier. If you're trying to minmax for an old ultimate, then you can pretty deep in the weeds looking at the minutiae there—which The Balance has already done anyway.
Outside of that, the gain/loss from the actual stats from food in synced-down content is so miniscule that it's really irrelevant. The only relevant aspect of it is the experience buff, which is why lots of people use super-cheap nonsense food items like eggs, raisins, or orange juice when doing synced content.
