I finally moved my game over to PC, I've spent the past hour and a half re-doing my hotbars because they don't transfer over. I still can't get my hotbars to copy between classes for collapsible hotbar macros despite the same commands working on PS4. I'm growing very frustrated.

Here's the set up I have so maybe it'll be easier for someone to see the problem.

On my Arcanist I've got my mounts set to Hotbar 4
My macro is

   /hotbar display 9 [on/off]
   /wait 7
   /hotbar display 9 off```
I then have that macro set on hotbar 8 on the class I'm playing.

you generally dont put a glamour on a level 1 piece, you put a level 1 piece, made for glamour, on top of something else

I've glamoured starting race gear over the invisible gear just to see if I could. That worked just fine. But yeah the only other reason why you wouldn't be able to is that you haven't unlocked it.

'What is Glamour and how do I unlock it?'

Glamour is the process of changing an equipment's look into a different item with the use of Glamour Prisms. You can unlock the ability to glamour by doing the level 15 quests 'If I Had a Glamour' in Vesper Bay, West Thanalan. Although not required, you can unlock the ability to dye gear with the nearby quest 'Color Your World'. You can get the Orange Juice needed by talking to the nearby Merchant & Mender. Items used for glamouring are not lost upon use.

'How do I glamour? Where do I get more Prisms?'

Glamouring is done by right-clicking (Square or X on controllers) on the equipment you want to glamour and choosing the option 'Cast Glamour'. After clicking this you choose the item you want the appearance on the right half of the menu that opened up. You can get more Glamour Prisms by either crafting them after completing the quest 'Absolutely Glamourous', buying them from your Grand Company Quartermaster, or buying them from the marketboard.

Sage start at 70, they feel complete(as most other job) at that point, however your still doing content much lower than that (and the sync), so you unlock something you can not use to the full potential yet

like, when you go on crafters you have 1-5, 6-10, 11-15.. etc crafting ranges
all my crafters are in a lvl range of 0-20+ and im overwhelmed by the sheer volume of items
all my gatherers are on 90 so it wouldnt be a problem to get the base items

If you want to keep working on the story at the same time, you can also keep progressing as Dragoon while leveling up Dark Knight, and when you catch up to yourself, you can swap over.

You get bonus experience gain on classes lower-level then your highest class, and the Leveling/MSQ/Alliance/Frontlines daily roulettes are a good source of experience bumps as well.

For example, you can queue for a roulette on one class, and while you're waiting for the roulette to pop, you can be doing something else on another class.

You're not locked to a class you queue on while you're waiting; you only have to switch back to it once the duty pops.

To make that faster, if you aren't using saved gear sets already, I'd suggest making use of them.

They're a lot faster than swapping weapons and then manually reequipping all of your gear.
